Energize California: Envisioning Ventura's Clean Energy Future

We'll be highlighting regional energy innovation and what's next for clean energy from the Port of Hueneme, Ventura Naval Base, and others.

Dave Martin D. Masias - Installation Energy Manager (IEM) - Naval Base Ventura County CA

Dave is originally from the Philippines and graduated with a degree in Electrical Engineering (BSEE). He joined the US Navy Seabee (Construction Battalion) on April 22 1986 and retired January 31, 2007. While on active duty he served in Operation Enduring Freedom and Iraqi Freedom Campaigns. During his last years of service, he began developing energy efficiency projects with project planning and life cycle cost analysis at Point Loma Submarine Base San Diego, CA. Dave retired from active duty in 2007 I worked as a Resource Efficiency Manager (REM) with Tetra Tech for the Navy and the Energy Manager for the Federal Aviation Administration (FAA) Mike Monroney Aeronautical Center Oklahoma City. With the FAA, he managed and implemented the centers energy and water conservation program from 2008 to 2015. He is now the Installation Energy Manager (IEM) for the Naval Base Ventura County (NBVC) serving under Navy Facilities Region Southwest. He manages and ensures the development, execution and coordination of the Navy’s comprehensive energy and water conservation program.


Christina Birdsey - Chief Operating Officer- Port of Hueneme

 In December 2012, Christina Birdsey came aboard as part of the Port staff as the Director of Operations & Engineering and the Environmental Lead for the Port of Hueneme. She recently was promoted to the post of Chief Operating Officer. She oversees all Port projects and manages other Port programs such as their Maritime Advanced Systems & Technology (MAST) lab. She manages the grant administration including applications, writing, project management, reporting and coordination with Stakeholders and with Finance and Accounting. She is also responsible for ensuring the implementation of programs and activities related to all maintenance of the District’s harbor, terminals and other facilities. She oversees the Port’s operations and supervises the Harbormaster department, facilities department, and engineering department.  Before coming on board directly with Port of Hueneme Ms. Birdsey was a sub-consultant through Moffatt & Nichols for the Port of Hueneme.  She has worked on facilitating grant related projects and has assisted in the planning, implementation and reporting. She has also helped coordinate the implementation of the Port’s Environmental Framework and accompanying projects. 


Lucas Zucker - Policy and Communications Director - Central Coast Alliance United for a Sustainable Economy (CAUSE)

 Lucas directs CAUSE’s policy analysis and advocacy, as well as new and traditional media communications. He graduated from UC Berkeley with a bachelor’s degree in political economy. Lucas first volunteered for CAUSE as a teenager in 2003, worked for CAUSE during college, and joined the staff in 2012 as a youth organizer and researcher. At CAUSE he has worked on organizing campaigns and policy advocacy around voting rights, healthy food access, public transit, environmental justice, education, immigrants’ rights, affordable housing, prison sentencing reform, tax/budget reform, and job access/quality. Before joining the CAUSE staff, Lucas’ work and internship experience included the East Bay Alliance for a Sustainable Economy (EBASE), the Center for Media Justice, Ventura Mayor Bill Fulton, the Tri-Counties Central Labor Council, and the Obama White House Council of Economic Advisers. He has served as the chair of the board of directors of the California Student Public Interest Research Group and was appointed to the City of Berkeley Labor Commission. He currently serves on the board of the national Partnership for Working Families.
